Should a seventh grader have a cell phone?

it depends.

does the seventh grader know what to use it for?

will the seventh grader be paying the phone bill their self?

if they'll just use it for texts or calling friends, make sure they know how much they are spending in every text. maybe give them a limit of calls a week, or make sure they use it in only emergencies, and make sure they don't lose it!
