How do you install brake shoes Arctic Cat ATV youth 90?

2 12mm bolts hold rear assembly in place....completely remove...take out pads, put pad with holes in first, then place other inside the opening on the bracket..it just floats there. tighter bolts..bleed brakes test real well going very slow..
