What does it mean if you see two foxes?

Only that you were in the neighborhood of a fox. Foxes are active day and night and no special circumstances are required for one to be out in the daytime. Unless you're country-bred, in which case I doubt you'd be asking that question, seeing a fox at all means the foxes in your area aren't particularly shy because, trust me, the fox saw you before you saw it.
