It depends on the individual. Some people eat squirrel in their diet, some kill squirrels because they are nuisance and can do damage, but to not clean kill and then hang the squirrel from a tree is animal abuse.

If you found it dead its not abuse, .... I think, unless you ripped out its eyes, stuck its tail in its mouth, and ripped off his squirrel junk.
