Depending on where the improvements originated is key.
If the policy/procedure improvement(s) are issued by someone senior to you then its their role to cascade the details down to all personel, ensure that upskilling is undertaken. By this its means that each person knows what is expected of them their role, how to put the new policy/procedure in to practice and what policy and procedure it replaces. They then are required to ensure all persons/departsments that will interact with the improvement knows how it will effect them, if at all and ensure that the reporting structure is in place in the event that any issues arise.
Thereafter following the "Denning Process" quality development they can identify the improvement point, monitor its effectiveness and then improve on any areas where the policy/procedure does not meet the expected level of acceptance
