My love bird cant hold his head up ..his head is like leaning on his shoulder and he runs around in circles at the bottom of the cage ..what is this all about..?

I'm sorry I don't know what this is or what could be wrong with your love bird. But from your description it sounds like your bird is very sick and needs attention from a avian veterinarian.
