YES- Hear in the UK it is as simple as purchasing a prepaid phone from your service provider and swapping the SIM cards over. Alternatively you can purchase an unlocked handset from an online retailer and put your SIM on it (some networks can be funny about this).

If you have lost your sim the service provider can supply you with one but they may well charge a fee for this.
