A foil, in the literary sense, is "a character who contrasts with another character (usually the protagonist) in order to highlight particular qualities of the other character." There are three characters in the scene: Juliet, her mother and the Nurse. Where do we have a contrast between characters? Between Mrs. Capulet and the Nurse surely.
