"Ineffable" in its most literal sense means "indescribable". I suppose you could apply it to an individual, but it would be a bit of a stretch, since anyone can be at least superficially described.

Usually it's used to denote something that can't be described properly in Words, such as an extreme emotion or experience or state of mind, or something beyond human understanding.
