Where is the fuel filter located and how do you replace it on a 1999 VW Passat?

I have been informed that the fuel filter in a 1999 VW Passat is located underneath the car, near the right rear wheel, mounted to the frame. It is supposedly covered by a black cover and relatively simple to replace. I am not sure what tools are needed as we are going to attempt that tonight. !

Its right beside the oil filter located under the engine cover. There are two different filter types for the Passat - mine has a number of pipes conencted to the top. The piece with all of the pipes is not the filter however but rather the cylindrical object it is screwed into.
