Literature is an art because it expresses thoughts and emotions in a structured way that requires skill and imagination with the language used as opposed to writing that is not meant for the previously mentioned purposes. Writing an analysis of an economic system is not "literature" in the art form manner. The example is not meant to convey a imaginary set of characters like in a novel, nor create emotions and imagination.
