there're a lot of ways to get ribbons in d/p. You get one for completing the league, east of pastoria town on route 213 there is a house on the beach. In this house is a guy who measures a Pokemon's happiness by it's footsteps. If your Pokemon has full happiness this guy will give your Pokemon a ribbon. There are the contests which you'll need berries for to up your cuteness, toughness, smartness, beauty and coolness. You can win a maximum of four ribbons per Pokemon because of this. There is also a woman in Sunyshore City who gives out ribbons daily by telling you and your Pokemon a story. She'll give your first Pokemon in your team the ribbon.Also in the seal shop at Sunnyshore city the ladie will get you a ribbon if she likes your seal thing.

Also Im not sure about the seal thing you mentioned but also in Sunnyshore you get a Effort Ribbon If one of your Pokemon has worked very hard. So there might be another one. And she is located in the Sunnyshore Market.
