Are there more producers than actors?

Yes. All of them.

Everyone who stays alive is a consumer of some sort, either by producing something to exchange for his needs, taking something from another, or scamming someone into providing for him. (The old saying, "Everyone's making, taking or faking", comes from that.)

But not everyone is a producer. There are "takers" and "fakers". Some are those who are disabled and cannot legitimately produce anything. And some could, but choose not to.
