Pokemon heartgold where is the part for the power plant?

Fly to Cerulean City (Water City Gym)........ Go all the way right to Route 9 go all the way back and then take the top half of the paths then surf to the power plant hope this was helpful. :)
to get to the power plant you need to go to cerulian city turn right to the cave then go down simples meer lol
