Why katipunan is considered as a government?

The Katipunan, officially known as the Kataas-taasang, Kagalang-galangang Katipunan ng mga Anak ng Bayan, is considered a government because it established a revolutionary organization that sought to gain independence from Spanish colonial rule in the Philippines. Formed in 1892, it created a structured leadership, set goals for national sovereignty, and implemented its own laws and governance systems. The Katipunan also mobilized a significant portion of the population to participate in its revolutionary activities, effectively functioning as a grassroots government during the Philippine Revolution.
