What has more legacy Athens or Sparta?

I would say probably Sparta. Sparta was famed for being an extremely militaristic state. Men were trained to fight at a very young age, and great emphasis was placed on military honor.

The Spartans could normally field 5,000 armoured warriors, but each one was supported by 7 light infantry/bowmen.

Athens could normally field 10,000 armoured infantry, with 5,000 light infantry. As they didn't fight each other without allies, it is difficult to call which army was 'bigger' when it came to comparing real strengths.
