In his inaugural speech of 1949, Harry S. Truman outlined four points. The first expressed support for the United Nations; the second called for support programs meant to recover the world economy; the third was to strengthen "freedom loving nations" against outside threats; and point four put financial support programs in place for "undeveloped nations." This fourth point was important due to its implied intent to contain the spread of Communism.
