Is capital letter and block letter the same?

No, capital letters are otherwise known as upper case (LIKE SO), and block lettering refers to letters that aren't cursive, i.e. not joined up handwriting.

Please note that block lettering can be upper case, but uppercase does not necessarily have to be block lettering.
