right click on the file, select properties. then click on summary tab.
click advance button, it will reveals the meta data stored with the picture
If you are referring to a photo that is not on your camera card or computer (i.e. something you're viewing on the internet), that will only gives you the date the file itself was created. In that case, you will have to research the image or ask the creator.
