You can issue a master bill of lading; let's say you are the shipper on the MBL to your agent as the consignee. Then issue a house bill, but why would you issue a prepaid house bill since the agent would have to pay the charges at destination in order to received release of cargo on the master?
If you issued the customer a Prepaid HBL he won't be able to take possession of the cargo until the freight charges are paid to the carrier by the agent. So issuing a Prepaid HBL doesn't make sense.
Usually companies issue house bills in order to conceal their client's information from the carrier and also to be able to collect payment by customer before releasing freight by issuing originals or express HBL with a collect master.
