At what level should nidorina be evolved?

Nidorina can evolve at any level! All you need to do is to Use a Moon Stone on it! You can find Moon Stones in Mt. Moon and one in the Abandoned Mansion!

I'm pretty sure you want to know what level is best to use a Moon stone on your Nidorina, I'd say as soon as it evolves fron Nidoran at lv 16 and teach it Tms. The only move it learns anytime soon is poison sting at lv 19 which I dont personally care for.
