In NJ can you be stopped and ticketed for not wearing seat belt only?

Yes. However the ticket won't be for much (about $40-$50) so they will try and get you for something else (headlight out, illegal lane shift, failure to signal, etc) and make "no seatbelt" the reason they got you.
