On Pokemon mystery dungeon explorers of time you choson turtwig as the human and Charmander as turtwig's partner why can't they evolve?

they do evolve you just need to beat darkri and then recruit palkia. NOTE: YOU DO NOT HAVE TO RECRUIT DIALGA TO DO THIS!you just recruit palkia then three days later manaphy comes back and joins your team. three more days later manaphy will tell you about some place called Marine Resort. after that you can evolve. you don't need to go through that dungeon though. just unlock it and taa da! you can evolve!
