Mercutio says it to Benvolio as a joke, in the scene right before Mercutio dies. He's pretending that Benvolio gets in arguments all the time. He doesn't really, he's really quite calm and friendly.

Hazels are nuts, so the joke is, Benvolio would see somebody cracking hazels and be offended, because it's like they were cracking his eyes.
