Controlling the environment is key to this process. That's the idea behind the use of hydroponics. By giving your plants 24 hours of sunlight each day for it's first month of life, you will see three months worth of growth. Then drop back to 16 hours a day (for one month to six weeks). Then change your fertilizer to a flowering base and drop back to eight to ten hours of sunlight per day. You can almost hear the flowers pop.
