On Club Penguin how can you talk?

If u go on a server without the little speech bubble next to it down the bottom there is like a light blue collum if u click on it your cursor will come up on it and u can type in what u want to say then press enter. But note that when u type some things and press enter u can see it on your screen but all the other penguins cant see it on their screens.
