Read your governing documents to find how this issue is addressed there, and if they are silent, review your state law governing home owners associations. Then, approach the local municipal government, to identify whether or not their statutes address the issue.
Your board and association manager are best prepared and interested in resolving this issue -- one way or the other, neither being 'right'. There is no standard.
