Hobbits feet in the movies, are portrayed as having a small, although thick layer of hair along the sole of the foot, also a small patch on top of the foot.
It is well known that Hobbits are creatures of countryside in middle earth, this would mean that Hobbits would spend plenty of time outdoors, doing activities such as hiking and fishing. This is why their feet have rough soles and small patches of hair, it is an adaption to their surroundings.
There are many reasons noted to why their feet are hairy. A few people think that its for adaptation reasons, others believe it is to make them seem more 'cute' and such, comparing them to Teddy Bears. Although I believe, along with many others, that this was simply just to give them character, make them different from Dwarf's, which are very similar to Hobbits in appearance, yet not in Origin
