This is a good question. When a mare won't take care of her foal, its called foal rejection. It is more common than most people would think. For some reason that is not entirely clear, Arabians, especially first time moms, are more likely to reject the foal. It could be because they can be a little and this could play into it.
But this is not something you can ignore and hope it gets better. It might, but it might not. The best way to help is to tie the mare so she can't move away. Then bring the baby up to the mare's side and let him nurse. Be careful so the mare can't swing her back end around and kick you or the baby. Most mares, once they get used to it, they don't try to kick out at anyone.
