How is the weight of a cargo ship balanced after it is offloaded?

A container ship will always carry containers in order to minimize costs. Even empty ones will be moved around. The ship is designed to be seaworthy with empty containers but nothing is done to balance it.

A ship however does have ballast (takes in water) to balance the weight loss of fuel.
