The attached guidelines is applicable to the conduct of random drug testing of students in public and private institutions, and employees in government or private organization. These guidelines outline the purposes of the random drug-testing program, as well as procedures and necessary consequences of a positive drug test result after confirmation. All procedures undertaken shall take into account the ideals of fairness and rehabilitation and not isolation of the drug dependent.
