There are two main sources to get window blinds; local stores such as Walmart, Lowes, Home Depot, etc, and online retailers such as Blindsgalore.com and StarDecorating.com.

Buying locally is generally better if you need your window treatment as soon as possible. Buying online is considered to be more convenient and almost always have a wider selection of products. In regards to price both options are about the same.
