Om Pokemon why is paul so mean?

I don't think anyone knows why Paul is mean on Pokemon, he looks intimidating, but you cant judge a person by their looks and emotions... anyway Paul is just like that probably in one of the episodes it may reveal the answer that we all want to know about.
