A memo for your question could be written something like this:

TO: ALL BRANCH MANAGERS (this is usually put in caps)
SUBJECT: MANAGERIAL MEETING, (DAY OF WEEK) SEPTEMBER 20, (YEAR)
BRANCH MANAGERS:
A mandatory meeting will be held (day of week), September 20, (year) at (put in the time) for all branch managers. We will meet (where?) in conference room #4 on the 9th floor.
In addition to regular monthly reports, all managers will give a detailed report of the target objectives met for the last 3 months (or whatever time you specify). Please include the Target Objective, date the objective was identified, steps taken to meet each objective, and an evaluation of the success or failure of each step.
After your oral presentation, you will submit your written report to (identify the person to whom the reports are submitted).
The Signature of the person who initiates the memo
The Typed Name of the Person who is issuing the Memo.
The person's Title in the company or organization.
