If your lip is cut and it is swollen, you can dissolve salt in warm water in a cup and use a cotton ball to dab the water onto the cut of your lip. This will burn a lot but it will help heal the wound. If your lips are just swollen but not cut, avoid using warm water as that will only make it worse as the warmth will cause more blood to rush to the area and induce more swelling. You can also try a bag of ice, or wrap a few ice cubes into a slightly damp cloth and hold it against your lips for approximately ten minutes. Give it a few minutes and the swelling should go down.
If you don't want to use the ice, you can also take a spoon and put it in the freezer for a few minutes, then apply it onto the swollen area (be careful that your lip is not wet or else the spoon might stick) and hold that position until the swelling decreases. You can use anything that is freezing cold, be it ice cubes, a spoon from the freezer or a pack of frozen vegetables - as long as it is really cold. The swelling should reduce after a few minutes of absolute coldness.
