According to the North Carolina Alcoholic Beverages Control commission's website:
"It is illegal for anyone to sell or possess any alcoholic beverage for sale without first getting the appropriate ABC permit."
So, technically, it's not a "license", it's a "permit", but you do have to have one. Actually, you might have to have two, since there are separate permits for "unfortified wine" (wine) and "malt beverages" (beer). There's also a separate permit for "fortified wine" and one for "mixed beverages" (cocktails).
