What is the worst kind of warrant?

A death warrant signed by the Governor or President, which can only be signed for the execution of a condemned person (a person who has been sentenced to death by a trial judge ).

As we are apparently International, I would venture to say that a Fatwa issued by a senior Ayatollah is far more serious. It certainly scared the pants off Salman Rushdie.
