patience is the key. a positive attitude and sticking to the weight loss plan you use. soon you will see results. its like waiting on your hair to grow back after a bad hair cut! be encouraged!
If you are losing inches, I will make the assumption that you are working out hard. Working out hard produces muscle. Muscle weighs more than fat. Ergo, you are losing fat, and gaining muscle and thus are losing inches and not changing the scale readings. Keep going pal/gal, and quit judging yourself based on your weight. Instead, judge yourself on the consistency of your lifestyle - are you able to sustain your diet and exercise programs over the next decade or so? Because if you're just dieting to produce instant results, or just exercising until you reach that magical measurement number, then you are a f*cking idiot. Being fit is a lifestyle.
On top of that, genetics is not a choice, it is something we have to work with. If you are big boned, then you are just a heavy person. If you are born skinny as hell, then you are just a light person. Forget what modern conventions say about these people, just eat decent food and exercise regularly and you'll do just fine.
