How do you unlock characters on Mario Kart Racing?

You simply need to unlock the whole game. As you go along, you will see after you unlock an engine class 150cc, you will have unlocked 2 new character. During the Mirror Class, you will unlock 2 more characters as well as 36 different karts for each character.
