They are all birds vs they all are birds?

"They are all birds" is the preferred structure, both grammatically speaking and to the native ear.

In this case, "all" is functioning as an adverb with "are" to indicate that there are no exceptions: wholly, the entire group. "The hawk, the kiwi, and the penguin: they lead very different lives, but they are all birds."
