A cactus is a producer, for consumers within the food chain. It produces because of the initial intake of water and dissolved nutrients by its roots. It also produces because of the carbon dioxide that it takes in through its breathing pores, or stomata. These are what it brings to the photosynthetic interaction with sunlight. From that interaction come energizing photosynthetic products. The products take the form of starches and sugars that are needed for life sustaining activities. A cactus' necessary business includes growth, fruiting, flowering, and breathing.

All life support activities therefore can't take place without the end products of photosynthesis. So it's the root's role as intaker that explains how the production process started. It's the stem's role as creator and storer of energizing foods that explains how the energizers are produced. And it's the appearance of growth buds and critical cactus body parts, such as flowers and fruits, that explains why the energizers are needed.
