AnswerFor my 9-5 1998 model, with key located between the seats, the radio stays on when the key is moved to the "off" position but turns off when the key is completely removed from the lock. On a couple of occasions, when extracting the key, the radio has stayed on - the lock mechanism has not "clicked" into the completely off position. You are perhaps seeing an aggravated version of this.
