Where can you find capt Stern in Pokemon emerald?

go to slateport city then you will find a big house or build in the side of the market then go inside you will find a guy with no glasses and a lab coat. talk to him and go out go to the museum near the poke center then go upstairs you will see capt. stern . talk to him then you will fight with team i dont remeber
