What is a speech jammer?

The SpeechJammer is a device which, created by Kazutaka & Koji, that utilizes feedback to interrupt a specific person's speech. The system feeds a person's speech back at them at a few microsecond delay. It is intended to get someone to stop talking because they have to hear their own echo.
