No definitely not that is entirely unnecessary and can in fact be injurious. When a boy is born the prepuce (foreskin) is still connected via a membrane to the glans of the penis. This connection may still exist even into puberty and you should leave it alone. If you have any concerns have talk with a reputable pediatrician or urologist. I most instances the child's handling of his penis will stretch and show when the foreskin is ready to retract of its own accord. From the point of view of hygene there is also nothing to be concerned about as any thing that collects under the foreskin before it is retracted is perfectly healthy and uncontaminated. Just leave it alone. However if you feel that you would like to see it retractable at an early age, Which is probably preferable. deal with it very carefully and don't force it as it may still be connected to the glans in places.
