How do you make a scooters handle bars spin 360?

is what you need to do is take the collar clamp of your scooter remove the lower stem and handlebars then undo the bolt which is just under where the bottom of the lower stem was then with your fingers undo the wing nut and take of the forks of the scooter then you may find that 2 little pips fall out and maybe not if they don't please carry on reading this, on the fork there will be 2 pips try and pull out and do NOT put them back in then but all bolts and wing nuts on and tighten strong but carefully.
