By Tractive Resistances I assume the total driving resistances including air resistance, rolling resistance etc..

In this to move the vehicle at a constant speed the driving force should be equal to tractive resistance.

This means driving force at wheel is 280 N.

Power = Force * Velocity

280 * 18 = 5040 W = 5.04 KW.
