How do you fix your turn signal if it works when you turn the hazards on but it does not when you want to turn?

You need to replace the turn signal relay. It should be right next to the hazard (emergency) relay. Turn on the hazards and follow the clicking sound under the driver side dashboard. Once you've located it, if you touch it you can feel the hazard relay working. The other relay is for the turn signal. It's a small round canister. It's just a matter of removing and replacing.

I had the same problem with my 97 Accord. My hazards worked, but the turn signals did not. I thought it was actuallly the signal arm. In the end, it had nothing to do with the signal relay, arm, or bulbs. I just changed a fuse located in the fuse box next to my brake pedal (it was bruned out) and it worked. I don't know what kind of car you have, but if it's a Honda this is probably the problem.
