Do solutions cause problems

Solutions are meant for the best, but we live in a imperfect world. There is rarely a chance that there is a perfect solution, some people are bound to get hurt from it.

Like South Africa hosting the World Cup, brings a good amount of money as a solution to their poverty, but the side affect is that the money coming in will need to be used for other reasons, rather than the country benefiting!
