Since hamsters are not human, they will not understand what you are saying to them, and of course they will not respond, unless with a little squeaking. But you can talk to your hamster any way you want to. If you talk to your hamster, it will come to recognize your voice, which will increase your bond with your hamster. It may come to trust you more or enjoy it when you hold it more. Like any animal, they can sense tension, so they can tell the difference between when you are being friendly or you are a threat.
